Job Description:

Science Systems and Applications Inc., (SSAI) is actively seeking a highly experienced, detail oriented, and dedicated Purchasing Manager for employment in our Headquarter offices located in Lanham, MD. This position provides experienced management oversight and staff supervision for a large Electrical Engineering services program supporting clients in the Space flight environment.

Primary Responsibilities:

  • Directly supervise team of Buyers and provide oversight of day-to-day procurement operations for program ensuring compliance with Procurement Policies & Procedures, FAR, Public Laws, and Contractor Purchasing System Review (CPSR) requirements
  • Reviews and approves purchase requisitions and PCARD requests against program scope and budget and assigns to appropriate buyer based on skill level and work load
  • Reviews, approves, and conducts internal audits of compliant procurement files and acts as signature authority for orders over micro-purchase threshold
  • Interfaces daily with Buyers and Program Management to assist in providing approval status updates, order status updates, maintaining tracking of deliveries, assist in invoice approvals and provides general guidance to program
  • Negotiates the price, delivery, quality, service expectations, and terms and conditions with vendors/suppliers
  • Develops and/or assists buyers with development of Request for Proposals (RFPs) and review of technical specifications
  • Assists buyers with evaluation of vendor/supplier bids and performs or reviews cost/price analysis to determine fair and reasonableness of bid
  • Selects and recommends vendors/supplies to Program Management and SSAI Corporate Procurement Manager
  • Proficient knowledge of quality assurance and technical aspects of orders with ability to understand and coordinate technical questions between vendors, internal Engineering customers, and Government customers to adequately facilitate orders
  • Working knowledge of Electrical, Electronic and Electro-mechanical (EEE) components, parts, materials, services, and equipment, Space Flight hardware including Printed Wiring Boards (PWB), Printed Circuit Boards (PCB), and various flight procurements, as well as IT software, equipment, and hardware

Required Qualifications:
  • Bachelor’s degree and a minimum of 8+ plus years professional purchasing management experience or an equivalent combination of education and relevant procurement experience
  • Must be able to manage staff and process high volume of new and ongoing procurements
  • Intimate knowledge of Defense Contract Management Agency (DCMA) Contractor Purchasing System Review (CPSR) requirements
  • Demonstrated knowledge of Federal Acquisition Regulations (FAR)
  • Familiarity with Representations & Certifications,, debarment list
  • Demonstrated ability in the use of accounting software, data base software, Internet software, spreadsheet software, payroll systems, and word processing software
  • Familiarity with Microsoft Office Suite, with the ability to prepare routine reports and correspondence
  • Effective verbal and written communication skills
Desired Qualifications:
  • Prior experience using Deltek Costpoint preferred
  • Experience working in purchasing in support of NASA programs a plus
  • Professional certification related to Purchasing, Supply Chain Management or related field
  • Active membership in a professional organization related to the procurement field preferred
